कहां गया आज के बच्चों का साहित्य ?

आज विशेषज्ञों, पाठकों, लेखकों, विचारकों व प्रकाशकों का मानना है कि बच्चों में पढ़ने-पढ़ाने की प्रवृत्ति को बढ़ाने के लिए देश के सभी पुस्तक मेले में बच्चों के साथ बड़ों का भी प्रवेश निःशुल्क होना चाहिए। किताबें रोचक, सस्ती व सुलभ होनी चाहिए। अब बाल साहित्य में उस किरदार का वक्त है जो खुद परी बन कर नानी को कहानी सुनाती है। अगर हम दिल्ली पुस्तक मेले की बात करें तो  इस बार मेले में 14 नंबर हॉल बाल साहित्य मंडप के नाम पर आरक्षित था। बालमंडपम में एक काउंटर लगाने के एवज में 60 हजार रुपए लगते हैं। जबकि 12 नंबर या 11 नंबर जैसे हॉल अपेक्षाकृत सस्ते हैं जिसके एक स्टॉल का किराया 36 हजार रुपए है। बड़े प्रकाशक तो एक बार फिर भी बाल मंडप में जाने के लिए हिम्मत जुटा लेते हैं, लेकिन छोटे प्रकाशकों को इतनी बड़ी राशि देना आसान नहीं। लिहाजा या तो वे अन्य हॉल में ही शरण लेकर अपनी किताबें पाठकों तक पहुंचाने की कोशिश में लगे हैं या पुस्तक मेले में भागीदारी के लिए एक साल का अंतर करने या इंतजार भी करने की सोच रहे हैं। इधर आॅनलाइन बुक्स स्टोर्स (online bookstore) के भी मार्केट धीरे-धीरे पकड़ रहा है ऐसे में बच्चों के साहित्य की उपलब्धता बढ़ने की संभावना देखी जा रही है। वैसे कई आॅनलाइन बुक्स स्टोर्स के मालिकों का मानना है कि बच्चों के साहित्या की कीमत कम रहती है ऐसे में किसी को बाय बुक्स आॅनलाइन (Buy books online) मंहगा पड़ जाता है। क्योंकि शिपिंग चार्ज इसपर ज्यादा वसूला जाता है। मेले में अपना स्पर्शमणि प्रकाशन व अपना बाल साहित्य लेकर्र आइं डॉक्टर मधु पंत बताती हैं कि बाल साहित्य में सरकारी संस्थान जैसे प्रकाशन विभाग और राष्ट्रीय पुस्तक न्यास (एनबीटी) तो फिर भी काम कर रहे हैं। लेकिन निजी प्रकाशक इसके लिए तैयार नहीं हैं। जहां उनकी लिखी किताब की लोकप्रियता को देखते हुए प्रकाशन विभाग इसे 15 भाषाओं में छापने की तैयारी में है, वहीं निजी प्रकाशक उनकी किताब तक छापने को तैयार नहीं। वे मुनाफा चाहते हैं। इसलिए डॉक्टर पंत ने अपना प्रकाशन शुरू किया। राष्टकृीय बाल भवन की निदेशक रह चुकीं मधु पंत कहती हैं कि आज के समय में बच्चे ज्यादा जानकार, ज्यादा चिंतनशील, तार्किक व कुशाग्र हैं। लेकिन उस हिसाब से बाल साहित्य में अनोखापन, नयापन, नई संकल्पना व व्यक्तित्व विकास की बात करती किताबें नहीं आ रही हैं। कोई शोध भी नहीं हो रहा। हास परिहास को बढ़ाने वाली, खेल-मस्ती को उभारने वाली किताबें न के बरबार हैं। वे कहती हैं कि सरकार को चाहिए कि वह आर्थिक सहयोग देकर बाल साहित्य छापने को बढ़ावा दें। पुस्तक मेले में टिकट न हो। हॉल नंबर 12 में बाल साहित्य का काउंटर लगाए एक प्रकाशक ने बताया कि यहां अच्छी किताबें होकर भी बिक्री उतनी नहीं हो रही है क्योंकि इस हॉल में आम तौर से बच्चों की नहीं बड़ों की किताबों के पाठक आ रहे हैं। जबकि बच्चों के लिए किताब चाहने वाले 14 नंबर में जा रहे हैं। चंूकि 14 नंबर हॉल में किराया 60 हजार रुपए है, हमने छूट की मांग रखी थी लेकिन सुनवाई नहीं हुई। लिहाजा सस्ते हॉल में काउंटर खोलने का फैसला किया। मेला घूमने आए राष्ट्रीय बाल भवन के पूर्व अध्यक्ष जेएस राजपूत का कहना है कि ग्रंथ शिल्पी ने दुनिया भर के व देश के तमाम भाषाओं के बाल साहित्य की किताबों का अनुवाद कराने का बड़ा काम किया है। इनमें कई दुर्लभ भी हैं। लेकिन यहां मेले में शरीक होना इतना महंगा है कि उनकी हिम्मत जवाब दे जाती है। अब वे एक साल के अंतराल पर मेले में आना चाहते हैं। राजपूत ने यह भी कहा कि बाल साहित्य व अच्छे बाल साहित्य का चयन करने का एक ब्यूरो होना चाहिए जो चयन करे व सरकार इसे छूट देकर छपवाए, जिनकी किताबें लाइबे्ररी में नहीं खरीदी जातीं उन्हें छूट दी जाए। वे कहते हैं कि मौलिक लेखन की कमी है जो पहले से उपलब्ध साहित्य है वह भी आज के संदर्भ में जोड़ने वाले होने चाहिए। मेले से लौट रहे साहित्यकार व बाल साहित्य लेखक दिविक रमेश कहते हैं कि तमाम चुनौतियों के बावजूद आज अच्छा लेखन हो रहा है। वे नंदन के पूर्व संपादक जयप्रकाश भारती के कथन का जिक्र करते हुए कहते हैं कि यह बाल साहित्य का स्वर्ण युग है। जहां हितोपदेश, जातक कथाएं, पंचतंत्र का खजाना तो है ही आज के संदर्भ में तार्किकता व चिंतनशीलता को बढ़ाने वाली, खुला आसमान देती रचनाएं भी आ रही हैं। आज ज्ञान परी, संगीत परी की कहानियां हैं तो नानी को कहानी सुनाती बच्ची भी है जो खुद परी का किरदार है। आज के हिसाब से दोस्ताना रुख वाली रचनाएं हैं जो उपदेश नहीं देतीं। वहीं नाटक (बल्लूहाथी का बाघला) भी लिखे जा रहे हैं। आज खास कर कविताएं भी आ रही हैं। बलराम, रमेश तैलंग, अशोक के संपादन वाली उमंग है तो प्रकाश मनु की रचनाएं भी हैं। संस्मरण भी हैं। फूल भी और फल महादेवी वर्मा की ऐसी ही रचना है तो बाल वाटिका राजस्थान की बाल पत्रिका है। वहीं उत्तर प्रदेश में बाल साहित्य लेखन को बढ़ावा देने के लिए दो लाख रुपए का बाल भारती पुरस्कार भी है। जो खुद उन्हें भी मिल चुका है। वे बाल साहित्य में भी नोबेल पुरस्कार दिए जाने की वकालत करते हैं। वे कहते हैं कि अखबारों व टीवी पर नए बाल साहित्य पर चर्चा होनी चाहिए ताकि लोगंों को पता चले। तब किताबें बिकेंगी और पढ़ी जाएंगी।
